The Conference on International Exchange of Professionals (the "CIEP") was founded by the State Administration of Foreign Experts Affairs (the "SAFEA") in 2001 with approval of the State Council. The CIEP is China's only conference oriented towards foreign expert organizations, training institutions and professionals, which is the largest and the highest-level comprehensive international event for exchanging talent and intelligence with the combination of talents, intelligence, technology, projects and management. From 2001 to 2005, the CIEP was hosted by the SAFEA and Jiangsu Provincial People's Government. In 2006, the CIEP was hosted by the SAFEA, the Office of Northeastern Region Revitalization of the State Council, and Liaoning Provincial People's Government. From 2007 onwards, the CIEP has been hosted by the SAFEA and Shenzhen Municipal People's Government in Shenzhen for 10 consecutive sessions, and Shenzhen has long been home to the CIEP.
With the approval of the State Council, the 16th Conference on International Exchange of Professionals is scheduled to be held by the SAFEA and Shenzhen Municipal People's Government on April 14 and 15, 2018 in Shenzhen. The 16th Conference on International Exchange of Professionals will be held in Shenzhen on April 14 and 15, 2018. Themed on "Integrating Global Intelligence and Promoting Common Development," this CIEP will be held with enriched contents and deepened effect. Through specialized services and precise docking, the CIEP has truly become a platform for exchange of foreign experts and overseas talents, an important window for exchange and translation of achievement in innovation, and a gateway for China’s introduction of talents and intelligence.

The 13th CIEP was adjusted to the first half year of 2015, and was held from April 18th to 19th, 2015. It occupied No.1 to No. 6 halls and all conference rooms on the 3rd, 5th and 6th floor of Shenzhen Convention
This CIEP was successfully held in Shenzhen from November 6th to 7th, 2013. It was both an exhibition and a grand gathering consisting of a series of conferences. In particular, it added many special activities and ceremonies, which highlighted both Chinese characteristics and its international appeal. Among these are the Memorial on the 30th Anniversary of Deng Xiaoping’s 1978 Speech, certificate awarding ceremony of the “Thousand Talent” Foreign Expert Program, the Most Attractive Chinese Cities Among Overseas Talents 2013 voting results, the 2013 National Demonstration and Promotion Demonstration Base of Talent Introduction and Model Awarding Ceremony. During the conference, 45 promotional and signature events were held, together with 63 themed and business meetings. The total number of participants of the CIEP exceeded 80,000 during two short days.
Held in Shenzhen from December 10th to 11th, 2012, the 11th CIEP closely followed the victory of the 18th National Congress of the Communist Party of China, and provided strong overseas talent and intellectual support for realizing the "Chinese Dream". The conference brought in new resources and add two new modules: Global Business School Joint Exhibition and High-end Talent Expo, extending the total number of modules into six, including the existing four modules: Exhibition and Negotiation, Shenzhen Forum, Professional Conference and High-end Talent Recruitment. Ten large exhibition zones were set up for different participators, including foreign expert organizations, domestic and overseas training institutions, overseas Chinese students, Hong Kong, Macao and Taiwan institutions, overseas high-level talent institutions, talent agencies, etc. During the conference, 38 contract signing and promotional events were held, together with more than 60 themed and business meetings. The 10th CIEP was held from November 4th to 5th, 2011 in Shenzhen, attracting over 3,000 overseas and domestic organizations and over 2,000 overseas representatives from more than 70 countries and regions across the world. What is the most notable about this event about this the participation of many renowned scholars, including 2004 Nobel Economics Prize winners Finn E.Kydland and Edward C. Prescott, Dean of the School of International Law and Director of the Center for Chinese and American Law and Policy Research Center of Peking University Jeffrey S. Lehman, 2004 Nobel Chemistry Prize Winner Avram Hershko, 2009 Nobel Chemistry Prize Winner Ada E. Yonath, President of the Board of Directors of Malik Institute St. Gallen, Switzerland, Fredmund Malik, as well as a number of authoritative experts in the field of biological pharmacy.
On November 7th to 8th, 2009, the Shenzhen Municipal People's Government held the CIEP 2009 in Shenzhen, attracting more than 1,050 overseas institutions from over 40 countries and more than 5,000 projects from over 4,300 domestic organizations from mainland China, gathering a total number of over 20,000 representatives. This conference organized over 50 signing and promotional activities, during which 2,851 talent cooperation agreements were signed. Over 80,000 people attended this conference, which was reported by more than 100 media agencies. Taiwan Exhibition Zone was first set up during this conference, and ten Most Influential Overseas Experts for the Past 60 Years of New China were elected. The International Talents Summit changed its name to Shenzhen Forum. Bob Hawke, former Australian President, Maurice Strong, UN Under-Secretary General, and Yu Muming, Chairman of New Party of Taiwan were invited to deliver speeches on this conference.
On November 28th to 29th, 2008, the State Administration of Foreign Experts Affairs (SAFEA) and the Shenzhen Municipal People's Government held the CIEP 2008 in Shenzhen, attracting more than 800 overseas institutions from over 40 countries, more than 100 professional institutions from Hong Kong and Macao and more than 5,000 professional representatives from over 3,100 domestic organizations, gathering a total number of over 70,000 attendees. During this conference, initial consensus was reached on over 2,500 projects and more than 3,000 job vacancies. The International Talents Summit was held, and thirty Most Influential Overseas Experts for the 30 Years after Reform and Opening-up of China were elected.
On November 30th to December 1st, 2007, the State Administration of Foreign Experts Affairs (SAFEA) and the Shenzhen Municipal People's Government held the 2007 CIEP in Shenzhen, attracting more than 600 overseas organizations, training institutions, professional associations and research institutes from over 40 countries, more than 3,000 overseas representatives and over 5,000 projects. The fundamental principles for this conference were first proposed: international, high-end, professional, excellent and market-oriented. Hong Kong had its debut on the conference with over 50 institutions. The International Talents Summit was established, and Ju Yunshi, Li Zhaoxing and Zhang Xinsheng delivered speeches.
